Default Dog foods

When Lucy was diagnosed with cancer my research indicated that grains were bad for dogs as it weakens the immune systems so I switched her diet to a non-grain food (Wilderness Blue) and also to my amazement, she loved raw meat so I just gave her some raw hamburger in with her dry food and she loved it. My vet also recommended the cod liver and fish oils

I now understand that carbs feed cancer and that I should feed him high protein and low carbs. Would meat and vegetables (with supplements cod liver oil, glucosamine & fish oils) be enough to feed him and would it be okay to cook these as I think he would prefer cooked? I am looking for a good diet which is not expensive as I really don't have a lot of money and it is taking all my money to pay for the surgery he has had so far. What I do have is lots of time and love for Bert so any advice would be gratefully received.
Many thanks
